Over the last several months, the consulting team and City staff have conducted additional analysis for the South of 55 Small Area Plan.  Preliminary conversations with land owners in the project area during the previous stakeholder engagement sessions have helped focused the near-term development opportunities, as well as identify parcels that are not ready for development at this time.  The timing of development paired with the extension of utilities and roadway infrastructure needed to serve the development is critical to understanding the financial viability of potential development.  The following additional analysis and proposed plan seeks to provide near-term economic development for the City of Inver Grove Heights and provide a plan for future infrastructure that can be supported and funded by the development it serves.

As part of the additional investigation to development in this area, City staff and the consulting team looked more broadly at the remaining areas of the Northwest Area south of Highway 55 – essentially the land areas that extend east to Highway 3 to best understand development capacity, transportation networks and utility and infrastructure connections for the broader area.
